i want to make my own ice skating dress?

I've been thinking about making my own ice skating dress. I am a pretty good sewer, and my mom is really good. i found a pattern that i like(here is the link if you want to see) http://www.jalie.com/sewingpatterns/patterncovers/2797.html
well anyway, i was wondering what kind of fabric is the best for an figure skating dress. i want it to be easy to move in, and stretchy. I also wanted the skirt to be like the one in this one: http://www.polyvore.com/cgi/img-thing?.out=jpg&size=l&tid=5205175 not the cut, but the fabric in the skirt. does anyone know what the fabrics called? also i was wondering how to put sequins or rhinestones and sparkles on without them falling off? what kind of rhinestones or sequins should i buy, and where to buy them?

Making your own ice skating dresses is a great idea, as you save TONS of money from it. It's pretty difficult at first, but after some practice and bad dresses, you'll get it. Haha, if you get what I mean, loll.. My mom makes all of my skating skirts and boot covers and jackets. So, the fabric that's best for figure skating is either stretch velvet, or the dance wear kind. Like in Joann or any other fabric store, they'll have sections and just go to the dance/swimwear section. You have to use these kinds of fabric because they stretch and in ice skating, you have to have stretchy fabric. The velvet is probably in a different section, but just ask a staff member. Some stores sell velvet and not the stretch velvet, so you just have to look around. There's this one store about an hour away from my area and it carries really great figure skating materials. It's called M&L and I believe it's in the city of Buena Park.
The material for the skirt part doesn't really have to be stretchy, because it just flows around you. The fabric in the picture, I believe, is called chiffon. I'm not really sure, but they do look alike.
And finally, for the rhinestones, I haven't really found a glue that works perfectly. I currently have four different bottles that all work exactly the same. I mean, it does stick the stone on, but everyone in a while a few fall off. Just any fabric glue would work, and make sure it says it works on stones on it.
